Unlike China and Russia, where industry groups have often encountered problems with access and accurate information, since the early 1990s Bulgaria has remained considerably open to piracy research. Over the years, international organizations have produced an abundance of detailed reports on illicit distribution networks, unlicensed CD-making plants and legislative progress towards fighting music, movie and software piracy.
To date, most publicly available reports offer mixed assessments, acknowledging success in ceasing multiple large-scale dissemination channels, while criticizing a fruitless law enforcement system.
